What happened to Billy the Kidd?

As soon as he becomes your companion, he never talks again. (Except for the promotion) All main quest companions have dialog throughout the game EXCEPT for Billy. Did something happen to his voice actor or something?

There is no extra dialogue for any of the Magnificent 7, and considering how often our other companions flap their lips, this a GOOD thing, IMO.
