Problem with Davy Jones' Reach

Currently as of the date of this post I am level 57, yet I can not be trained the skill Davy Jones' Reach, which means I cannot train the other three spells. Please fix this KI.

Yes, I have been trained in every other skill except those past Davy Jones' Reach from Madame Vadima.
