Elusive 1 doesn't appear to ever activate

I trained elusive 1 on my swashbuckler and it never seems to activate when the health drops low enough. On my musketeer I always get an activation message when the health drops, but never on the swashbuckler. I don't think it works (also note: my swashbuckler even uses a sword and crossbow so there isn't any way possible that weapons requirements could not be met).
