Mojo Mastery not calculating correctly

Mojo mastery if i not mistaken at rank 3 give 12% spook. But it only currently giving a bonus of 9% spook. Is some spook using abilities using fractions of spook? Example Bleed use 75% of total spook?

I currently own the 3 item (ring, necklace, totem) Sapphire set each gives Spook master
R1.5% R2 9% R3 12%

When i multiply 12% x current damage then subtract that amount from current base damage i not getting 12% less but 9% i think R3 is not being included.

After some more investigation. I noticed to decimal being rounded up or down but it cause total spook to be lower then actual due to the round down difference.
