If you're referring to the first Moo Manchu quest string, you must see Lord Chagatai in Subata and get the quest "Moo Manchurian Candidate".
If you have done that:you must complete all the quests in MooShu to get the quest for the Tower of Moo Manchu. You'll be notified when you have this quest by the pelican just outside Avery's Office, he will then send you to Lord Chagatai.
