So I was looking at Royal High Navy Clothing, and I noticed it was seemed really weak. It has the lowest level of powers (Gunnery and Valor's Shield). Maybe these could be buffed up to Valor's Armor and Big Guns, and maybe have the hat grant something, maybe Turn the Tide 1?

Now that this has been brought to my attention, I totally agree! I had noticed but not processed that the powers granted by the gear were rather under-leveled. Better powers would certainly make the set more useful.

The earlier cards are a bit weaker than the later ones overall, I find.

With the Admiral's outfit, you have to admit it is a seriously spiffy outfit!
