Quest not appearing?

So today i was going to farm Senjo for his hat in Yagizawa village. I tried going to his instance's sigil however it wasn't there so i backtracked to the person who gives the quest to go into there, Ying Tao, however she doesn't have the quest to give me and I've already done the prerequisite. Any ideas on what i should do?

Since that quest is apart of the storyline i'm assuming I've ever completed it (I'm max level) so i'll go ahead and contact the email.
