Ship Part Vendors

so im in cool ranch going to coopers roost when i reach my destination i go to a ship parts vendor to buy cannons i check the requirements and there is no requirements i try to buy it but its locked for some strange reason and it tells me i already own it and this has been happening to me for every ship parts vendor i go to.
