Which Came first?

I'm having a little difficulty on the stormgate to Monquista. I'm on the Which Came First quest, given to me in Puerto Mico. I don't have an arrow on the bottom just a question mark. Can anyone help me by telling me how to get into Monquista to talk to Prefect Lorenzo?

When you get a quest with a question mark instead of an arrow that means it is sort of like a seek-and-find. Look for as many hints as you can from your quest dialog and on your quest map.

Is this a side quest? because you need the windstone for the stormgate from the main story quests

Never mind I found it out. I had to do another quest in order to get to the Stormgate. But thanks anyway!
