double tap bug?

I was messing around on my swashbuckler in Aquila just fighting mobs, and wanted to test the new double tap with bonnie anne, so I gave her burst fire 2 and double tap 3.

the problem was, double tap NEVER procced, even when she killed one of the mobs?

anyone else run into this issue?

side notes:

I started the fight with the aoe shadowalk.
I was fighting the centaurs in achea
