Who is better, Ratbeard or Old scratch?

I find it hard to choose between Ratbeard and Old Scratch for a spot in a my top row, both have their advantages and disadvantages, Ratbeard has good power while he also does NOT have vengeance strike and Old Scratch has mojo echo, he also fizzles half the time.
