Stabby weapon 1 + 2 skill bugged?

Are the skills 'Stabby Weapons' broken? When I take all my gear off at level 16 and have a base agility of 28 it only shows +5 with stabby weapons on the character page. The trainable skills 'Stabby Weapon 1+2' gives +7 alone, so shouldn't I have +13? considering I get 5 points for my agility alone
