Ratbeard Promotion Problem

Doing Ratbeard's promotion to Rat Admiral now.
At the part 'Talk to Lasko in Scrooge's house' but he's not showing up. Decided to quit the game, go outside and go back into the house but he's still not there.
Any ideas of what to do, should i restart the computer instead and see if that works?
