Mutes and the lack of ability to talk to them

I understand that kids under 13 can only use safe chat. The problem is I would like to hold a conversation with them (in safe chat); and I find that everytime I get into a battle most of the things you can talk about vanish.

Now I know you can't give them open chat. But it makes those of us who try to become friends with mutes frustrated because I can't even hold a semi-conversation with them in the middle of battle.

The system needs a massive overhaul, because every person I have encountered just avoids mutes; and I don't think that is fair because kids under 13 need the most help in games.
