Monquistan Cannons from Rojo Guard ships

I've been trying to get 4 Monquistan Cannons from Rojo Guard ships for the Sarah Steele promotion quest but I am unable to get even 1 after defeating over 20 of these ships. Why is the drop rate so low?

I'm having the same problem. I don't think they meant to make the drop table so low, but it is really annoying.
