Stuck on the Main Quest After 'Off the Hook'

My level 8 swashbuckler (Dark Nessa Leech) completed the quest 'Off the Hook'. Afterwards, Lasko told her ''Help the last one, and I'll tell you where Ratbeard is.'' I assume the last one is Jack because he's the only other ghost in the room, however, the game won't allow me to speak to him. I'm not sure what to do next.

Do you have either of the quests "Doyle and Trouble" or "The Floating Dutchman" in your quest log?
