scratch in too houses at one time?

ok so i put scratch in my smugglers cove house then a few days later i got witchdoctors grotto well i desided to hit belay orders on scratch and put him in the witch doctors grotto well when i went back to my smugglers cove he was still there and still at witch doctors grotto can some one tell me if this gets fixed?

Are you sure you had him on orders? It used to be when a Companion had orders, that Companion could not be put in a house until the order was collected and not repeated or cancelled.
