Is the first stat of +7 a base armor?

It's not really a bug,

There is ''Base Armor'', and ''Armor''

Yes, both armor are the same and according to the wiki Manchu Spy's Silks give +24 armor but not +7 and +17 (which yes is 24, but it's odd that the same type of armor is split into 2 when it gives the same type)

Note: The +7 and +17/10 on both armors are both FROM THE GEAR THEMSELVES

I still don't have a message back on this? Can a mod check the gear noted and see if they are working as intended?

Did you try putting it on and seeing if the +24 was applied to your armor?

If I remember right (Note had to sell it for some gold) I did receive +24 armor when I equipped it. But why does the gear list the armor it gives in that weird way?
