I can't teleport!

So I was on my privateer trying to teleport to my friend but it said "The dungeon is full!" and then just sends me back into the Selection menu. It keeps on happening even when they aren't in dungeons! If they are in dungeons and its full shouldn't it say "The zone is full"?

The zone is full is different than the dungeon is full. I believe you get the "Zone is full" error for either the realm they are in is full, or they are doing a companion promotion dungeon and those must be soloed.
