Deacon's Minions

I was bored one day so i decided to farm deacon, and used Hail of Mortarshells (or whatever you call it) against him, and he spawned some armada troops. My companions and I weren't anywhere near him, and the traps fired from the cannon didn't cause armada troops to spawn, so why does this?

Did one of the bombs fall on Deacon? I think if you attack him, then he spawns troops.
