Wake The Dead

Hi, I need help.
I am at the required level for the quest Wake the Dead. I have tried everything but it hasn't worked.
I am still in Jonah Town so idk if that's the case, but can anyone please help me find out what's wrong? I fear it's a glitch but idk.

Wake the dead requires you to go to flotsam skyway.

I think you get the quest when you land on Bounty Island in Flotsam Skyway.

If I remember correctly, as a Witchdoctor, you cannot get the quest "Wake the Dead". All others should get the quest at level 12.
