Bishop's Weapon

Hello everyone! I found out an item called Bishop's Gears Of War (I think that's what it's called) and it is obviously dropped by Bishop. It attacks up to 9 squares and has 4 attack range. Only problem, you need Staffy Weapons Rank 2

It is a witchdoctor weapon only seems right that it needs staffy rank 2.

Not sure the issue here most higher level staffs need staffy rank 2
