Is Dan Drake glitched?

I am a level 67 buccaneer and I am trying to collect all of the badges in game. I saw that I didn't have the badge Burly's Gold, so I went to look for Dan Drake to get the quest, but he was not there. I went to Tumbleweed and took a left and he was not in front of the cactus. Am I glitched or something? Does anyone else have this problem, and is there a way to fix it?

There is no badge that says "Burly's Gold" -- do you have the Master Treasure Hunter badge in your Quest Badges section? That is the badge for finding Burly's Gold.
