Hang'em Cellblock

There is an invisible wall in Hang'em Cellblock. It's very difficult getting to Captain Foote. The only way to get to Captain Foote is to push against the invisible wall to find an entrance to get through. Is this a bug?

I have a quest from Jim Masterson to find Captain Foote, but I can't get into the hallway in the jailhouse. I get inside the building but not into the back. Is there something I need to do before I can find Foote?
