Where do you find (DON SANCHO PEREZ)

I've seen a musketeer guy and he said he got him free monquistador and he told me he got it from a side quest and i've looked and couldnt find where don sancho perez is can you help me?

i think i got him as a swashbuckler after summer palace. if you didnt get him there, you might have to buy him
