Covering Fire is one of the new mob specific Epic talents. I have had it trigger on me when fighting the foxes of Marleybone. It is an Area of Effect Overwatch that reduces one of your stats. I can't remember which stat it reduces but I think it is dodge.

I'm pretty sure Covering Fire is set off when a unit approaches an enemy with the talent. It's sort of like an Overwatch, but it reduces movement, and it can also hit more than one person.
