Sometimes... Just cause you have burst fire x2 doesn't mean it will go off all the time. Bonnie will fire, then every now and again she will burst fire, and sometimes burst fire again if she has more than just one. Same goes for any other companion, even the ones who aren't Musketeers (except it'll be called 'Relentless' instead of 'Burst Fire')
