When do we start getting practice points?

I thought we start getting practice points every 5 levels starting at level 10. Is this correct? I just hit level 15 with my Musketeer and got nothing. Is this correct or am I bugged? If bugged, what do I do?

Hello! Your answer can be found in the Player's Guide here.

You earn a Practice Point at 8th, 12th, 16th, 20th, and then every five levels past 20th. You also can earn extra Practice Points from completing quests for Prospector Zeke.
